If you are overprinting an existing offset map and using CONDES you must use CONDES 9. CONDES 10 no longer contains the overprint maps feature. If you are laser printing the map and course together either version of CONDES will work.

Has anyone in DVOA contacted Finn Aridsen to see if this is an enhancement or an error ?

Fred did contact Finn, and this was an intentional choice, not an error:

You are right that Condes 9 had a feature to overprint courses onto existing maps.   This feature was removed from Condes 10, mainly due to the fact that virtually all maps are now laser printed with the course overprint printed at the same time.   Usage of the feature was very scarce.

There is still a reference to overprint in the help for Condes 10 but that is an error that will soon be removed.

We can still use our offset printed map - the course setter just need to be sure to use CONDES 9 (for which our licence is still valid) and not the new CONDES 10.  You cannot convert a CONDES 10 file into CONDES 9, so it is important for the course setter to use CONDES 9 from the beginning.

It is also possible to go from CONDES 10 into OCAD and overprint from OCAD, but Fred said that printing from OCAD is not quite as good.
